Two days before the inauguration, the president-elect Joe biden and Vice President-elect Kamala Harris were joining the Martin Luther King Junior Day service projects as a militarized and nervous Washington prepared for an inauguration that will unfold under extraordinary security.

Biden and his wife Jill joined an assembly line in the parking lot of Philabundance, an organization that distributes food to people in need, and they helped fill about 150 boxes with fresh fruit and non-perishable goods.

In recent years, Trump has marked the holiday with unannounced visits to the King Monument in Washington, but no such outing was expected this year.

In a measure of how nervous the capital city has become, the United States Capitol Police briefly closed the Capitol complex on Monday and halted inaugural rehearsals after a small explosion at a nearby homeless camp.

Authorities urged staff working inside the complex to stay away from outside windows and those outside the building to protect themselves, as they briefly banned entry and exit from campus “as a precaution.”

The Bidens were joined in their service project by their daughter, Ashley Biden, her granddaughter Finnegan Biden, and Peter Neal, who is dating another of Biden’s granddaughter.

Ms. Harris and her husband, Doug Emhoff, were scheduled to participate in a National Day of Service event in Washington.

Harris was expected to resign his Senate seat Monday afternoon.

More than 20,000 National Guard personnel were being dispatched throughout the city to reinforce security.

Monuments, including the King Monument, are closed to the public until after the opening events on Wednesday.

Biden continued to build his administration, and his transition team announced Monday that it will nominate Rohit Chopra to head the Consumer Financial Protection Bureau, choosing a progressive ally of Sen. Elizabeth Warren to lead the agency whose creation she championed.

Chopra, a commissioner for the Federal Trade Commission, helped start the agency after the 2008 financial crisis and served as deputy director, where he sounded the alarm about skyrocketing levels of student loan debt.

The election comes as Democrats are looking for ways to bring student loan relief to millions of Americans as part of a COVID-19 relief package.

Biden also announced his intention to nominate Gary Gensler, former chairman of the Commodity Futures Trading Commission, as the next chairman of the Securities and Exchange Commission.

Inaugural organizers on Monday finished installing some 200,000 small American, state and territorial flags on the National Mall, a sobering display meant to honor the nearly 400,000 Americans killed in the coronavirus pandemic.

Even before the January 6 insurrection on Capitol Hill, the inauguration festivities were expected to be muted due to the virus.

Mayor Muriel Bowser urged residents to stay away from the city on inauguration day.

And instead of the typical opening dances, Biden’s inaugural committee has recruited artists, including Bruce Springsteen, Foo Fighters and John Legend to perform from remote locations across the country in a televised primetime event.

Before the opening, the German Federation of Journalists, known as DJV, warned foreign correspondents covering the event to take precautions and be “particularly careful and vigilant on Wednesday.”

The head of the association, Frank Ueberall, warned Monday that “extremist Trump fans have already demonstrated their hatred and willingness to use violence against journalists on Capitol Hill.”
