Russia will toughen its laws on child sex this month to automatically incarcerate repeat pedophiles for life in harsh polar prisons.

Monsters who sexually abuse children must serve their sentences in penal colonies of forced labor in the Arctic, where they could be forced to work in Siberian mines, said the speaker of the country’s parliament.

The new legislation is being passed after a horrific case this week of a five-year-old girl who was abducted by a repeat pedophile and her lover, then raped and stabbed to death.

Veronika Nikolayeva had been playing near her mother’s workplace in Kostroma, and a video showed her being abducted before abusing her.

The defenseless girl “fought and defended herself”, but passers-by did not pay attention to her distress, and the men took her to her shelter.

His body was later found in a canvas bag when the suspects, named Denis Gerasimov, 44, and Vadim Belyakov, 24, planned to dispose of his body.

Parliamentary speaker Vyacheslav Volodin (pictured) said child rapists ‘cannot be called human’ and called for a new law to send repeat offenders to the Arctic for life.

One of the suspects was named Denis Gerasimov, 44, previously incarcerated for pedophile offenses, including the production of child pornography.

The second suspect, 24-year-old Vadim Belyakov, has a conviction for robbery.

Both men confessed to their murder on video.

Parliament Speaker Vyacheslav Volodin, a close ally of Vladimir Putin, said the “terrible tragedy” of Veronika’s abuse and death showed the urgency to toughen the laws.

“One of the detainees turned out to be a convicted pedophile,” he said.

“Let’s do everything possible so that the law of life imprisonment for pedophiles is passed in January.”

He backed calls for even tougher measures by sending all pedophiles to the polar regions to serve their sentences.

“Those convicted of such crimes must serve life sentences in the harshest conditions, in the far north (of Russia) or in the mines.

‘These bastards should go through the hardest work, so they remember the crimes they committed every day and repent.’

They “cannot be called human,” he said.

Alexander Khinstein, an influential MP in the main pro-Putin party United Russia, said: “It is necessary to pass our bill on the life sentence for pedophile rapists as soon as possible.”

All sex offenders released from jail must wear electronic tags, he said.

Maria Lvova-Belova, Putin’s commissioner for the rights of the child, warned that sexual attacks against children and adolescents have risen 79 percent in the past eight years.

In this week’s case, Gerasimov had been released from a sex crime conviction in March.

When the girl’s body was removed from the suspects’ shelter, a crowd of locals demanded that they be allowed to lynch the suspects.

The suspects are understood to have been in a long-term relationship since the young man was a minor.

The men told interrogators that the crime was “spontaneous,” it was reported.

The youngest ‘suggested that his partner catch the girl and make fun of her’.

When police raided the room shared by the suspects in a shelter, they found the girl’s body hidden in a duffel bag, police sources say.

The girl had been raped before she was killed.

Local news said that as soon as the information was made public, a mob formed.

“Immediately after the information about the arrest of (the suspects) emerged, local residents gathered at the shelter, where the child’s body was found,” reported the 112 outlet.

“They demanded that the (alleged) killers be handed over and wanted to lynch them.”

A video shows the girl’s body being transported to a police vehicle.

A post on social media said: ‘This case again shows that the surveillance system for pedophiles is not working and gives them the opportunity to commit crimes again.’
