Tired of not seeing the payment of a tax reflected on rural roads, a group of producers from Bolívar, in the province of Buenos Aires, decided to stop paying the road network fee after it was increased. They organized to present each individually the same note in which they ask the municipality for explanations about the destination of the funds of that rate.

We are tired and worried because there is no compensation for the service. It is a rate that we do not know where it goes, the roads are a disaster, it is a danger”, said Denise Stephani Campion, who belongs to the WhatsApp group of more than 200 producers that was founded two years ago to take action for the lack of maintenance and works on rural roads in the area.

“We have been fighting for this for a long time, but this year there was a straw that overflowed the camel’s back. The Deliberative Council approved an increase in the road tax that goes from 60 to 78% and, in addition, lowered the bonus for good payer from 15% to 10%.. We said enough, let’s do something because every time we have to pay more, but we don’t know where this money goes, “said Denis.

So it was that they contacted the lawyer Juan Pedro Merbilhaa for advice. She offered to lend a personal bank account and together they deposit money there to pay the advisor’s fees.

The joint decision was to present to the Municipality, each taxpayer individually, the same note in which they ask the mayor, Marcos Pisano, for an explanation about the destination of the funds collected with the road tax.

According to them, the municipality “does not comply with the ordinance” of allocating 80% of the road network rate for roads. They assure that in 2019 it collected for this tax the sum of 163 million of which the municipality spent only 65 million from the contributions, allocating 39.67% for the roads. Meanwhile, in 2020, 209 million entered and 75 million were spent, and in 2021, 232 million entered and 44 million were spent. In this way they ask: “What happened to the 420 million pesos?”

So far there are more than 100 producers who delivered it”, Campion explained that today she went to the municipality to deliver her note and met other taxpayers, whom she did not know, who went to do the same.

On the other hand, he explained that many producers decided to stop paying the road fee. “Some did not pay it a while ago, there are others who with this measure stopped paying it and others who, although they were already debited due to the automatic debit, presented a payment under protest and the same note that we all presented. In addition, they already took out the debit and cut off payments. While those who do or do need to pay for other procedures will also continue to pay under protest,” he remarked.
