The Interim Stabilization Law, which was approved at the end of last year, aims to stop the high temporality currently in the regional public sector and lower it to 8%, thus following the recommendations of the European Union. These are, therefore, data that are still very far from reality, as reflected in the latest statistics provided by the Ministry of Finance and Public Administration for July of last year. And it is that one of every four public employees in all administrations is interim, with a temporary job, and only slightly more than half of all public employees He is a career civil servant.
But the Law still does not have all the necessary regulatory development, so the problem of interim It may get worse in the coming months. since there are 14 autonomous communities that have decided to call the teaching competitions, one of the ones that offers the most places, without waiting for the publication of the Royal Decree that develops the Interim Stabilization Law. Therefore, the decision of the CCAA will mean a much smaller job offer, since it will leave out the places that would serve to stabilize the interim.
For example, in the case of Andalusia, the offer that was going to be would be reduced by more than 40%, but finally, the Ministry of Education and Sport announced yesterday that this year it will summon up to 2,500 places from the body of Teachers and will apply the current model in the oppositions held in June, as in most of the CCAA.
Up to 2,500 seats
This call will be made up of the 1,100 positions of the 2021 Public Employment Offer corresponding to 100% of the replacement rate and the rest, 1,400 are from the 2022 Public Employment Offer. In this sense, the deputy minister stressed that the premise of the ministry “is to convene as many places as possible.” To this end, the publication of this year’s Public Employment Offer Decree will be brought forward to February and, in this way, Add your replacement fee to this call.
The ministry has specified in a press release that this decision has been adopted “after having been blocked the 2,600 seats provided by the Board as a result of the regulatory vacuum caused by the Spanish government by publishing Law 20/2021″. Likewise, the Deputy Minister of the Ministry of Education and Sports has emphasized that the call for selective procedures for the Teachers Corps will be held from June 18 of this year with full legal certainty for all participants. On the other hand, Quesada has also reported that the ministry “has agreed to the request” of the unions to convene the oppositions of the body of Teachers of Music and Performing Arts for the year 2023.

In this sense, Quesada has highlighted “the high number of positions linked to attention to diversity” with 600 places that add the specialties of Therapeutic Pedagogy and Hearing and Language, within the strategic line of the ministry.
Oppositions to access the Master’s Corps will be governed by the current model that is, after the presentation ceremony, scheduled for June 18, the first qualifying test consisting of two parts, which will be assessed jointly: a practice to check the scientific training and mastery of the candidate’s technical skills and another theory consisting of the written development of a topic chosen by the applicant, from among those proposed at random by the court.
When the results of the this qualifying test, those approved will have to present the didactic program from that moment and until 7:00 p.m. on that day, and the next day from 9:00 a.m. to 7:00 p.m. In later days they must develop the second exercise of the opposition.
The second test, focused on pedagogical aptitude and the management of teaching practice techniques, will consist of the presentation and defense of the didactic program and the preparation and oral presentation of a unit. In the general and disability reserve shifts, the opposition phase will represent two-thirds of the final grade. In the contest phase, the merits of the applicants will be assessed in terms of their academic training and previous teaching experience, which will have a value of one third.
